Planned Preventive Maintenance (PPM) in the UAE: A Practical Guide with a Sample Schedule
Last updated: 3 November 2026
In a climate where air conditioning runs most of the year, and in accommodation where hundreds of people live on the equipment, the gap between “we have a schedule” and “it was actually done on time” is where most maintenance problems start. This guide covers what a PPM programme contains, includes a sample schedule you can adapt, shows how to build one that survives a busy month, and lists the numbers to watch — written for UAE facility and accommodation teams.
Planned preventive maintenance (PPM) is maintenance carried out on a fixed schedule — before equipment fails — so air conditioners, pumps, generators, fire systems and lifts are serviced on their due dates instead of after a breakdown. In UAE facilities the term is used in most FM and AMC contracts, and it usually means a recurring task list per asset, with a due date, an owner and a record that the work was done.
What PPM Is — and What It Isn’t
There are four common maintenance approaches. Most UAE operators run a mix: PPM for the bulk of assets, condition checks for the few that justify them, and reactive response for what no one could have planned.
| Approach | Trigger | Typical example | Weakness |
|---|---|---|---|
| Reactive (breakdown) | Something fails | AC stops cooling and a technician is called | Emergency cost, disruption, no record of cause |
| Planned preventive (PPM) | A date or interval | AC filters cleaned every quarter | Over- or under-servicing if intervals are guessed |
| Condition / meter based | Run-hours or a reading | Generator serviced every 500 hours | Needs reliable readings |
| Predictive | Sensor data and analysis | Vibration monitoring on a chiller | Needs sensors and data discipline |
PPM vs PM: in practice the terms are used interchangeably. “PPM” stresses that the work is planned and scheduled ahead, not squeezed in when someone remembers.
Why PPM Matters More in the UAE and GCC
Heat and humidity
Cooling plant works hard for most of the year, so filters, coils, drain lines and condensers need regular attention.
Dust and sand
Intakes and filters clog faster, shortening service life if cleaning is left to chance.
Occupied buildings
In worker and staff accommodation, a failed AC unit or water pump affects people living in that room tonight. Planned work can be scheduled around occupancy; emergency work cannot.
Contracts and recurring obligations
Many facilities carry recurring inspection and servicing tasks that come from the lease, the client contract, the AMC or an authority’s requirements. Confirm your own list with your advisers or the relevant authority.
Evidence on demand
When a client, landlord or inspector asks for the last service record, the answer should take minutes, not a search through folders.
Industry analyses consistently report lower maintenance cost and fewer breakdowns under a planned programme than under reactive maintenance. Our CAFM software ROI guide shows how to size that for your own operation.
A Sample PPM Schedule
A PPM schedule is a register of what to service, how often, who does it and what “done” means. Use the table below as a starting template for a UAE facility or accommodation site.
| Asset group | Typical PPM task | Starting frequency | Usually done by |
|---|---|---|---|
| Split and package AC units | Clean filters, check coils, drain lines and gas pressure | Quarterly | In-house or AMC |
| Chillers, AHUs and FCUs | Service per manufacturer schedule; coil and belt checks | Monthly to annual | AMC |
| Fire alarm panels and detectors | Functional test and inspection | Monthly to annual | Specialist / AMC — often compliance-linked |
| Fire extinguishers and hose reels | Visual check; service and tagging | Monthly check, annual service | In-house + specialist — often compliance-linked |
| Emergency lighting and exit signs | Duration and function test | Monthly | In-house |
| Water pumps and tanks | Inspect pumps; clean and sanitise tanks | Quarterly / half-yearly | In-house or AMC |
| Generators and UPS | Run test; service; battery check | Weekly or monthly test, half-yearly service | In-house + AMC |
| Electrical distribution panels | Thermal check, tightness, cleaning | Annual | Specialist |
| Lifts | Contractor service visit and inspection | Monthly | Lift contractor — often compliance-linked |
| Water heaters | Inspect element, valve and anode | Half-yearly | In-house |
| Kitchen extraction and grease traps | Clean ducts, hoods and traps | Monthly to quarterly | In-house or vendor |
| Laundry washers and dryers | Inspect, lubricate, clear lint paths | Quarterly | In-house or vendor |
| Pest control | Scheduled treatment visit | Monthly | Vendor |
| Doors, locks and roofs | Condition inspection | Half-yearly | In-house |
These frequencies are illustrative starting points, not requirements. The manufacturer’s manual, your AMC terms and any authority requirement set the real interval for each asset — and tasks marked “often compliance-linked” should be confirmed against your own obligations.
Each plan should state: the asset or category it covers, the task list, the frequency and start date, who fulfils it (in-house or a vendor), the evidence required (checklist, photos, signature), and whether it is a statutory or compliance task so it can be tracked separately.
Building a PPM Programme in Eight Steps
- 1
Start from the asset register
You cannot schedule what you have not listed. Capture category, location, make, serial, warranty and the person responsible, then group assets by category and by property or block.
- 2
Decide the unit of planning
Plan per category for like-for-like assets — every split AC in a camp gets its own scheduled job — and per individual asset for the special ones, such as a chiller or a generator.
- 3
Set frequency from evidence, not habit
Manufacturer guidance and contract terms come first. After a few cycles, adjust using breakdown history.
- 4
Decide who does the work
An in-house technician, or a vendor under an AMC. Make it explicit per plan, so work never lands with “whoever is free”.
- 5
Write the task list once
A checklist per job type — what to inspect, what to record, what counts as a pass. Reuse it every cycle.
- 6
Give work a window, not just a date
Many teams do a visit “sometime that week”. Allow a start-to-end window and count the job overdue only after the window closes.
- 7
Respect the calendar
Exclude days you will not work, such as Fridays, so jobs move to the next available day. Generate jobs a few days ahead so supervisors can allocate people.
- 8
Measure it monthly
Review on-time completion, the overdue count and cost per asset every month, and adjust the plans.
PPM and AMC Contracts
Many UAE operators contract part of their PPM to a vendor under an AMC (annual maintenance contract) or CAMC (comprehensive AMC). The risk is not the contract — it is not knowing whether the vendor’s visits actually happened. Good practice:
- List the covered assets on the contract, with response and resolution times per priority.
- Make the preventive visits part of the plan, with the vendor named as the fulfilling party.
- Track overdue vendor PMs as service-level breaches and review them on a vendor scorecard.
- Diarise the renewal well ahead of expiry, and decide what happens to covered assets when the contract ends.
Common PPM Mistakes
- The schedule lives in a spreadsheet that one person updates. It drifts, and overdue tasks stay invisible until something breaks.
- No link between the plan and the work order. Tasks are “scheduled”, but nobody is assigned, so they are never started.
- Frequencies copied from a template and never reviewed against failures.
- Compliance-driven tasks mixed in with routine ones, so a missed test looks like any other late job.
- No evidence. The work was done, but there is no checklist, photo or sign-off to show it.
- Vendor visits unchecked — nobody compares what the AMC promised with what was delivered.
- Weekend and holiday clashes. Jobs fall on days no one works and quietly slip.
The Numbers to Track
| KPI | What it tells you |
|---|---|
| PM on-time % | Share of preventive jobs finished by their due date this month |
| Overdue PM count | Planned work that has slipped — the early-warning figure |
| Backlog by age | Whether old work is accumulating; a growing “30 days+” band signals stuck work |
| Resolution on-time % | How well corrective work meets its service-level clock, in-house versus vendor |
| Cost per asset | Labour, parts and vendor cost — shows which assets are expensive to keep running |
| Vendor scorecard | On-time %, response time, cost and job rejection rate per vendor |
The aim is not 100% in a single month. It is a trend that tells you whether planned work is winning over reactive work.
Where Software Helps
How Insight CAFM Runs PPM
A spreadsheet can hold a schedule, but it cannot generate the work, assign it, collect the evidence and flag what is late. Insight CAFM is built for UAE and GCC facility and accommodation operations, and its maintenance module runs preventive maintenance like this:
PM plans on the asset register
Target one asset or a whole asset category — every active asset in the category gets its own work order — optionally narrowed to a property or block.
Flexible frequency and windows
Daily to annual, or every N days. Set a start-to-end window; the job counts as overdue only after the window ends.
Calendar-aware scheduling
Exclude weekdays such as Fridays so an occurrence moves to the next allowed day, and generate work orders days ahead with a lead time.
Automatic generation
A daily scheduler creates preventive work orders from active plans and never creates the same occurrence twice.
In-house or vendor
Fulfil a plan with your own technician or a vendor under an active maintenance contract, which carries the contract’s service-level terms.
Checklist as the task list
Attach an inspection checklist to a plan. The technician completes it inside the job card and it stays linked to that work order.
Statutory flag and overdue handling
Mark compliance PMs so they are highlighted and tracked. A daily pass flags overdue preventive work, and overdue contract PMs count as breaches on the vendor scorecard.
PM compliance on the dashboard
PM On-Time with the live overdue count, backlog by age, vendor scorecard and top assets by cost — plus parts issued from the Store, costed from the stock ledger.
If you manage worker or staff accommodation, the same platform links PPM to rooms and blocks, QR fault reporting for residents, room-readiness checks and occupancy. See the facility and camp management solution or the Labour Camps & Facility Operators page.
Modules are licensed per company, so availability depends on your configuration.
PPM Readiness Checklist
- Every serviceable asset is on a register with a category and location
- Each category has a plan with a frequency, a task list and an owner
- It is clear which plans are fulfilled in-house and which by a vendor
- Compliance-driven tasks are flagged separately
- Jobs are generated ahead of time and assigned to a person
- Non-working days are excluded from scheduling
- Completion needs evidence — a checklist, photos or a sign-off
- Overdue planned work is visible to a manager without asking
- Vendor visits are tracked against the contract
- PM on-time %, overdue count and backlog are reviewed every month
Frequently Asked Questions
What does PPM stand for in maintenance?
PPM stands for planned preventive maintenance — servicing equipment on a set schedule, before it fails, so that work is planned, assigned and recorded instead of done in an emergency. In UAE facility management the term appears in most FM and AMC contracts.
What is the difference between PPM and reactive maintenance?
PPM is scheduled in advance on a date or interval; reactive maintenance happens after something breaks. Reactive work is usually more disruptive and more expensive per job, and leaves less of a record. Most operators run mostly PPM with reactive capacity for the unexpected.
How often should air conditioning units be serviced in the UAE?
It depends on the unit type, how heavily it is used, dust levels, the manufacturer’s guidance and what your AMC specifies. Quarterly servicing is a common starting point for split units, with filters and coils checked more often in dusty or heavily used locations. Set intervals from your manuals and contracts, then review them against breakdown history.
Is PPM mandatory in the UAE?
Requirements depend on the type of facility, the lease, client contracts and authority rules for specific systems such as fire and life safety or lifts. Check your own obligations with your advisers or the relevant authority — this guide does not set out legal requirements.
What should a PPM schedule include?
For each plan: the asset or asset category, the task list, the frequency and start date, who fulfils it (in-house team or vendor), the evidence required (checklist, photos, sign-off), and a flag for compliance-driven tasks so they can be tracked separately.
What KPIs measure PPM performance?
PM on-time percentage, the overdue PM count, backlog by age, cost per asset, and — where vendors are involved — a vendor scorecard covering on-time performance and response time.
Can software automate a PPM schedule?
Yes. A CAFM or CMMS can generate preventive work orders from plans ahead of their due dates, assign them, attach checklists, flag overdue work and report PM on-time performance. Insight CAFM does this from PM plans against the asset register, with in-house or vendor fulfilment.
How do I manage PPM under an AMC contract?
List the covered assets and the service-level terms, attach the vendor’s preventive visits to your plans, track overdue vendor visits as breaches, review a vendor scorecard, and diarise the renewal well before expiry.
